For more than 30 years, Chris has mediated, litigated, and arbitrated both public and private construction disputes in the state and federal courts, in the Pennsylvania Board of Claims, and before the American Arbitration Association (AAA). In 2009, Chris was admitted to the AAA National Roster of Commercial Neutrals and has served as an appointed arbitrator consistently since his admission.  Chris represents owners, contractors, subcontractors, and suppliers, on a full range of issues concerning commercial and residential construction projects.  Chris' experience includes delay and interference claims, claims for payment under the Pennsylvania Contractor & Subcontractor Payment Act, surety bond claims, and mechanics’ lien claims.

As part of his extensive public contracts practice, Chris regularly advises clients on public bidding and contracting matters in Pennsylvania, including bid protests, contract awards, prompt payment claims, surety claims, release of retainage, project delay claims, and garden variety construction claims. Chris’s public contracts expertise covers City of Philadelphia contracts, contracts with the Pennsylvania Department of General Services and contracts with public authorities, municipalities and school districts throughout Pennsylvania.  Chris also has considerable experience regarding compliance with the U.S. Department of Transportation’s rules and regulations.
